According to this article in Bonner Springs KS' THE CHIEFTAIN- that new interchange on the Kansas Turnpike (I-70) south of Tonganoxie was to open at 10:30 am this morning.
The new interchange is reportedly "fully automated"- which I assume means they have no way to accept cash tolls.
